The National Cyber and Crypto Agency (BSSN) officially inaugurates 59 new Cyber Incident Response Teams in Depok.

Depok, JurnalPost.com — The National Cyber and Crypto Agency (BSSN) inaugurated 59 Cyber Incident Response Teams (TTIS) from various government and human development sectors at the BSSN Office in Depok, West Java, on Tuesday (6/10/2026).

The inauguration is part of an effort to strengthen the readiness of government agencies and public service sectors in facing cyber threats and incidents that could potentially disrupt government systems, digital services, and public data security.

The 59 inaugurated TTIS units consist of 13 ministerial and agency teams, 37 local government teams, seven health sector teams, and two education sector teams.

The presence of these TTIS units is expected to enhance each organization's ability to detect threats, respond to incidents, coordinate handling efforts, and restore affected services.

The formation of these teams is also in line with the directive of President Prabowo Subianto, who has encouraged ministries, agencies, and local governments to establish a Cyber Incident Response Team or Computer Security Incident Response Team (CSIRT).

This step positions cybersecurity as an inseparable part of digital-based governance and public service delivery.

Opening the event, BSSN Deputy for Government and Human Development Cybersecurity and Cryptography, Dr. Sulistyo, presented a report on the inauguration of 59 TTIS units for the Government Administration and Human Development Sector for the year 2026.

According to him, the activity is intended to increase information security awareness among TTIS managers while strengthening collaboration and synergy between teams in facing cyber incidents.

The inauguration also serves as a momentum to build a shared understanding regarding the formation and development of TTIS in every agency. This common ground is necessary across aspects of organizational readiness, resource management, risk identification, and response mechanisms when incidents occur.

Cybersecurity as the Foundation of Digital Transformation

Head of BSSN, Drs. Nugroho Sulistyo Budi, M.M., M.Han., emphasized that cybersecurity and cryptography are essential foundations for the implementation of national digital transformation.

Digital governance, according to Nugroho, must be built with attention to security and trust so that the use of technology can truly provide benefits to the public.

As the complexity of cyber threats increases, every agency is also urged to thoroughly understand its digital assets and the various risks that could potentially disrupt them.

Asset and risk identification serve as the basis for organizations to determine appropriate protection measures so that security systems are not implemented partially.

In addition to technological protection, BSSN emphasizes the importance of strengthening human resource competence, implementing security standards, and developing the principles of Security by Design and layered protection or defense in depth.

This approach must also be strengthened with Resilience by Architecture so that systems can withstand disruptions, maintain essential functions, and accelerate recovery when security incidents occur.

Nugroho emphasized that the inauguration of TTIS is not the end of the cybersecurity strengthening process, but rather the beginning of continuously improving each team's capabilities.

“This inauguration is the beginning, not the end. When an incident actually occurs, the speed of handling by the TTIS is key. Therefore, we must continue to strengthen TTIS capabilities in a gradual and sustainable manner,” said Nugroho.

Six Aspects of TTIS Strengthening

BSSN directs the development of TTIS capabilities across six main aspects.

These aspects include governance and institutionalization, detection and monitoring capabilities, response and recovery, human resource competence and readiness, continuous organizational maturity improvement, and the strengthening of collaboration and networking.

Governance is necessary so that every TTIS has a clear mandate, position, and working mechanism. Meanwhile, detection capability is required to identify indications of attacks or disturbances as early as possible before their impact spreads.

When an incident occurs, the TTIS is also required to have fast and coordinated response and recovery capabilities.

At the same time, personnel competence must be continuously updated to keep pace with the evolving nature of cyberattacks and the specific needs of each organization.

Collaboration is a crucial component because a cyber incident can have cross-system or even cross-agency impacts, meaning handling cannot always be done independently.

DPR Highlights Leadership Support for TTIS

During the event, Member of Commission I of the House of Representatives (DPR RI), Sabam Rajagukguk, delivered a keynote speech on the importance of strengthening cyber resilience to maintain the continuity of various government and public digital services.

Sabam assessed that TTIS plays a vital role in maintaining the security and resilience of digital services in every organization.

For this function to run optimally, organizational leadership support is required, ranging from providing a clear mandate, strengthening personnel, providing facilities and resources, to building a work culture that places cybersecurity as an organizational responsibility.

Institutional support is considered important because the technical capabilities of the TTIS must go hand-in-hand with organizational policy.

With an adequate mandate and resources, the team can perform detection, coordination, response, and recovery functions more quickly when incidents occur.

Four Cyber Professionals Receive the Sanapati Teladan Award 2026

The inauguration momentum was also coupled with the presentation of the Sanapati Teladan Award for the year 2026 to cybersecurity and cryptography professionals deemed to have demonstrated outstanding performance, innovation, contribution, and dedication within government agencies.

The awarding was established through the Decree of the Head of BSSN Number 581 of the year 2026.

The four recipients of the Sanapati Teladan Award for the year 2026 are:

  1. I Putu Sundika, Head of the Cryptography Division at the Communication, Informatics, and Statistics Office of Bali Province.

  2. Eny Soelastri, Head of the Cryptography and Cybersecurity Division at the Communication, Informatics, and Digital Office of Central Java Province.

  3. Sucilianita Akbar, Head of the Cryptography and Information Security Division at the Communication and Informatics Office of South Kalimantan Province.

  4. Muhammad Sidik Permana, First Expert Computer Practitioner at the Secretariat General of the Regional Representative Council (DPD RI).

The award also reaffirms that building cybersecurity does not depend solely on technology, but also requires competent human resources with a strong commitment to safeguarding digital systems.

The Joint Inauguration of the Government and Human Development Sector TTIS for the year 2026 was also attended by Deputy Minister of Cooperatives Farida Farichah, Chairman of the National Transportation Safety Committee Ahmad, BSSN Principal Secretary Soetedjo Juwono, Acting Governor of Riau Sofyan Franyata Hariyanto, Deputy Governor of Riau Islands Dr. Nyanyang Haris Pratamura, and Deputy Governor of Lampung dr. Jihan Nurlela.

Also present were BSSN leadership, representatives of ministries and agencies, regional heads or their representatives, hospital and university leaders, and TTIS inauguration participants.

Through the inauguration of these 59 TTIS units, BSSN is encouraging the formation of a cybersecurity ecosystem that is increasingly coordinated at both the central and regional levels.

Strengthening governance, detection, response and recovery capabilities, human resource competence, organizational maturity, and inter-agency networking is expected to become the foundation for a secure, resilient, and trusted national digital transformation.
