SIDOARJO, JurnalPost.com — Efforts to improve the quality of public services at the village level are inseparable from the management of government administration that is orderly, transparent, and accountable. This is the focus of the Community Service Team from the Universitas Pembangunan Nasional (UPN) “Veteran” East Java through an administrative guidance program in Segorotambak Village, Sedati District, Sidoarjo Regency.
The community service activity was carried out through an empowering community program approach, which focuses on increasing the capacity of village officials to manage government administration more effectively and in an organized manner.
This program was initiated due to various challenges still faced in village government administration, ranging from manual recording systems and limited official competence to the need for increased information transparency for the public.
Through this activity, the UPN Veteran East Java service team aims to encourage the strengthening of village governance so that services to the community can be faster, more accurate, and accountable.
The Importance of Administrative Order in Village Government
Village government administration is a fundamental part of governance, particularly regarding the recording, management, and provision of data and information on various village government activities.
Based on the Minister of Home Affairs Regulation Number 47 of 2016 concerning Village Government Administration, village administration management covers several areas, namely general administration, population administration, financial administration, development administration, and other administrative tasks.
These five areas are directly linked to the implementation of governance and services to the community.
Accurate population data recording, for example, is required to support resident administrative services. Meanwhile, orderly financial and development administration management is a crucial part of maintaining the accountability of village government implementation.
Without a good administrative system, service processes may face various obstacles, including delays in document retrieval, data discrepancies, and difficulties in compiling government reports.
Therefore, administrative improvement is not enough just through document completeness; it also requires increasing the ability of officials to manage data and information sustainably.
Involving Village Officials, Community Leaders, and the PKK Mobilization Team
In its implementation, the UPN Veteran East Java community service activity was not only carried out through the delivery of material but also accompanied by mentoring for the participants.

This program involved elements of the village government, community leaders, and the Family Welfare Empowerment (PKK) Mobilization Team of Segorotambak Village.
The involvement of these various community elements is expected to broaden the understanding of the importance of orderly administration, not only within the village government environment but also in community empowerment activities.
This activity featured a lecturer from the Public Administration Study Program at UPN Veteran East Java, Dra. Sri Wibawani, M.Si.,as the main speaker.
On that occasion, Sri Wibawani presented material titled "Administrative Order to Realize Better Village Services".
She emphasized that well-organized administration is one of the important foundations in building a responsive, professional, and transparent village government.
According to her, administrative order has broad benefits, ranging from the availability of more accurate data and information to the improvement of public service quality.
In addition, good document management can also strengthen the accountability of the village government while building public trust in the services provided.
Participants Receive Training on Recording and Document Archiving
In addition to gaining an understanding of the importance of administrative order, participants also received technical training directly related to the needs of village government administration management.
The training material included procedures for recording data and information correctly, the implementation of more structured archiving management, and the updating of updating village data.
The training was directed so that village officials have practical skills in managing various government documents systematically.
Archiving is one aspect that received attention because administrative documents are an important source of information in the implementation of public services.
With organized archive management, village officials are expected to more easily find the necessary documents, reduce the risk of recording errors, and accelerate the process of administrative services to the community.
Meanwhile, periodic updating of village data is an important step to maintain the relevance of information with the conditions of the community that continue to change.
Accurate and updated data can also support the village government in compiling development plans and determining community service needs.
Encouraging More Transparent and Accountable Village Services
Through this mentoring activity, the UPN Veteran East Java Community Service Team places the improvement of human resource capacity as one of the important factors in improving village government administration.
The improvement of official competence is expected not to stop at the understanding of administrative procedures but to be applied in the performance of daily tasks.
Thus, administrative management can be part of an effort to improve the quality of public services, not just fulfilling the obligation of recording and reporting.
However, the sustainability of the training results still requires the consistency of village officials, internal supervision, and evaluation of the administrative system used.
Mentoring provided by universities can also be a means to bridge academic knowledge with the real needs of governance at the village level.
This community service program in Segorotambak Village is also part of UPN Veteran East Java's contribution to supporting the strengthening of village government capacity and community empowerment.
Through improved recording, archiving, and data management skills, the Segorotambak Village Government is expected to develop an administrative system that is increasingly orderly, effective, transparent, and accountable.
The success of the program will ultimately be determined by the extent to which the knowledge and skills acquired can be applied consistently to provide better services to the community.
