Puskeu Polri strengthens oversight
Puskeu Polri coordinates with BNN, BIN, and KPK to improve performance allowance management.

JAKARTA, JurnalPost.com - The accuracy of performance allowance (tunkin) payments for Indonesian National Police (Polri) officers serving outside the organization's structure has become a priority for the Police Finance Center (Puskeu Polri). Discrepancies in personnel data and administrative assignments between agencies can potentially lead to issues in processing financial entitlements for personnel.

To strengthen this oversight, Puskeu Polri held a coordination meeting with several state agencies at the Puskeu Polri Meeting Room, TNCC Building, South Jakarta, on Thursday (15/10/2026).

The meeting involved Puskeu Polri, the Police Human Resources Staff (SSDM), the General Supervision Inspectorate (Itwasum) of the National Police, as well as representatives from the National Narcotics Agency (BNN), the State Intelligence Agency (BIN), and the Corruption Eradication Commission (KPK). Representatives from the Audit Board of the Republic of Indonesia (BPK RI) were also in attendance.

Discussions focused on the synchronization and updating of data for police officers serving outside the police organizational structure, particularly regarding assignment status and performance allowance payments.

Preventing Inaccuracy and Duplication of Performance Allowance Payments

One of the issues of concern in managing performance allowances is the consistency between personnel data, assignment documents, and payment information.

During the meeting, each agency discussed matching personnel identities, the status and duration of assignments, the completeness of administrative documents, and the status of performance allowance payments.

Synchronization is necessary because police officers serving in other agencies still retain financial rights that must be managed according to regulations.

Without adequate data updates, changes in assignment status may not be promptly recorded in the administrative system. This condition could increase the risk of payment inaccuracies, including the possibility of duplicate payments.

Through the coordination meeting minutes, the parties agreed on the necessity of periodic data matching and verification. Each agency is also expected to provide updates on assignment information in a timely manner.

To support implementation, each institution will appoint officials or liaison officers responsible for coordination and information exchange.

The updated data will subsequently be used as the basis for administrative verification and the control of personnel financial entitlement payments.

With this mechanism, performance allowance payments are expected to be more targeted while providing certainty regarding the fulfillment of rights for eligible police officers.

SATU TUNKIN as an Effort to Improve Financial Governance

This strengthening of cross-agency coordination is related to the change project SATU TUNKIN (Integrated Accountability System for Performance Allowances) spearheaded by Police Grand Commissioner Adjutant (AKBP) Sendy Maranatha, S.E., a Junior Financial Analyst Level I at Puskeu Polri.

The initiative was developed as part of the National Leadership Education Level II with the goal of strengthening the integration of personnel data and performance allowance payment information.

Carrying the spirit of "One personnel, one data, accurate allowance", SATU TUNKIN is directed toward helping improve administrative accuracy and oversight of performance allowance payments.

In its implementation, the involvement of financial managers, human resources managers, and the agencies where personnel are assigned is a crucial component.

Data alignment between agencies is expected to reduce information discrepancies that have previously potentially affected verification and payment processes.

Follow-up on BPK Audit and Strengthening Accountability

The coordination meeting also served as a follow-up to the results of the BPK RI audit, particularly in encouraging administrative improvements and strengthening personnel data reconciliation.

Through more structured coordination, Puskeu Polri, together with relevant agencies, is working to ensure that every financial entitlement payment has a clear and accountable administrative basis.

Nevertheless, the exchange of information between agencies must still respect aspects of confidentiality, information security, personal data protection, and the limits of each institution's authority.

Technical arrangements for data exchange and resolution in the event of information discrepancies will be followed up through the appointed liaison officers.

This mechanism is important given that personnel assignment data, especially in agencies with special task characteristics such as BIN, BNN, and the KPK, requires information management in accordance with applicable regulations.

Moving forward, the effectiveness of SATU TUNKIN will depend on the consistency of data updates, the accuracy of reporting assignment changes, and coordination between the managing agencies and data users.

This step is expected to strengthen state expenditure control, prevent administrative payment errors, and ensure that personnel financial rights are provided in accordance with regulations.

Improving the governance of performance allowances is also part of the effort to support the National Police's bureaucratic reform through more orderly, transparent, and accountable financial management.
