BANDUNG, JurnalPost.com — The handling of public complaints within the West Java Police Criminal Investigation Directorate (Ditreskrimum) has come under scrutiny after it was revealed that the majority of complaints processed throughout 2025 remain unresolved.

Data from the Investigation Supervision Division (Bagwassidik) of the West Java Police Ditreskrimum shows that 152 public complaints have been addressed. However, of that total, only 37 complaints, or 24.34 percent, have been declared resolved. Meanwhile, 115 complaints, or 75.66 percent, remain in the processing stage.

This situation has prompted AKBP Solihin Surabagja, a participant in the 2026 National Leadership Training (PKN) Level II, to initiate a supervision control model through a change project titled “Implementation Strategy for the KENDALI WASIDIK Model to Improve the Quality and Certainty of Public Complaint Resolution at the West Java Police Ditreskrimum.”

This initiative is designed to strengthen oversight mechanisms while ensuring that every public complaint receives measurable, documented, and definitive handling.

Investigation Oversight Still Faces Challenges

The Bagwassidik of the West Java Police Ditreskrimum is responsible for overseeing investigation processes, handling public complaints, and conducting assistance, supervision, and Special Case Exposes.

Beyond the issue of complaint resolution, an evaluation of the execution of Special Case Exposes also indicates a need for improvements in the control system.

Throughout 2025, 88 Special Case Exposes were conducted. However, the monitoring mechanism for the follow-up of the resulting recommendations is not yet fully supported by an integrated recording system.

Several aspects requiring strengthening include the appointment of a person in charge or person in charge (PIC), deadlines for resolution, documentation of implementation evidence, and escalation procedures if recommendations are not followed up.

Without an integrated control mechanism, monitoring the progress of complaint handling and the follow-up of case expose results is prone to obstacles.

Based on the ASTRID analysis conducted during the preparation of the change project, the primary issue identified is the suboptimal quality and certainty of public complaint resolution at the West Java Police Ditreskrimum.

Meanwhile, the SOAR analysis identified the need to strengthen the role of Bagwassidik, secure leadership support, utilize information technology, and foster cooperation with universities and experts from various disciplines.

Kendali Wasidik Model to Strengthen Accountability

Through this change project, AKBP Solihin Surabagja introduced the KENDALI WASIDIK concept as an oversight approach that integrates seven key elements.

These seven elements include Classification, Evaluation, Networking, Dashboard, Accountability, Learning, and Integration.

This model is designed using a closed-loopapproach, which is a control mechanism that does not stop at the receipt and initial follow-up of a complaint.

Every complaint is expected to be monitored continuously until it results in a clear and accountable decision or resolution.

One of the planned components is the development of a dashboard for controlling public complaints and Special Case Expose recommendations.

Through this system, the progress of case handling, the person responsible for follow-up, and resolution targets are expected to be monitored more systematically.

In addition to the dashboard, this change project includes the drafting of policies and implementation guidelines for the model, Standard Operating Procedures (SOP) for handling complaints, protocols for involving experts, consultation forums, and a knowledge bank to support the investigation oversight process.

Implementation is also planned through a pilot project, accompanied by monitoring and evaluation to assess the effectiveness of the model's application.

Involving Academics and Experts

The application of the KENDALI WASIDIK Model is designed to involve various parties, both from within the police force and external elements.

Internal support includes sponsors or mentors, coaches, an effective team, Bagwassidik personnel, investigators, and information technology staff.

Meanwhile, external collaboration is planned with Langlangbuana University Bandung, academics, multidisciplinary experts, and professional organizations.

The involvement of these various parties is expected to strengthen the quality of evaluation and provide additional perspectives in handling investigation issues that require deeper study.

However, the success of this model will ultimately depend on consistent application, the discipline of recording follow-ups, and the system's ability to ensure that complaints do not stall at the administrative stage.

Expected to Accelerate Complaint Resolution

Through the implementation of the KENDALI WASIDIK Model, the West Java Police Ditreskrimum is expected to increase the percentage of public complaint resolutions while reducing the number of complaints stuck in the handling process.

The model is also intended to accelerate the implementation of Special Case Expose recommendations, strengthen the traceability of every oversight stage, and improve investigation accountability.

With 115 complaints still in the processing stage based on 2025 data, increasing the certainty of resolution becomes a key metric for assessing the effectiveness of the planned improvements.

If applied consistently, this approach is expected to support more transparent and professional investigation oversight, while strengthening public trust in police services.
